Council staff recommend consent for drainage-fee updates, airport reimbursement IGA, district dissolution and EV permitting approach

City staff brought multiple administrative items to council on Nov. 24 and recommended placing them on the consent agenda for the regular meeting.

Aaron Powers, stormwater enterprise manager, presented the drainage board's annual review and recommended a 2.2% increase to 2026 drainage, bridge and detention pond facility fees and a 22.2% increase to detention pond land fees to align with prior parkland fee adjustments. Powers also explained the Park Vista drainage basin will be closed from the fee schedule because required improvements were installed and the basin no longer requires developer fee contributions.

Alex Kovacs, director of aviation, asked council to approve an intergovernmental reimbursement agreement between the Colorado Springs Municipal Airport and Peak Metropolitan District No. 2 for Phase 1 of Milton E. Proby Parkway rehabilitation. He said total Phase 1 cost was about $815,000; the metro district's portion for design and construction is $481,658.85 and the airport portion $333,330.75. Because the work is complete, Kovacs said the IGA will be on the regular meeting agenda back-to-back for approval.

Kevin Walker, planning director, presented a consent recommendation to approve the dissolution of the College Creek Metropolitan District, a built-out small district covering Fire Station 24 and an apartment complex; staff said the district meets state statutory criteria for dissolution without election (no debt, no assets, wholly within the city).

On electric-vehicle permitting, staff said a 2024 state statute requires local jurisdictions to have EV-charging permitting procedures. City staff recommended the council 'does not intend to adopt' a separate EV charger model code and will continue using the Pikes Peak Regional Building Department and existing building-permit review processes. Council members asked clarifying questions; staff requested that these items be placed on consent and council agreed.

All four items were recommended for consent placement; the airport reimbursement IGA will appear on the regular meeting agenda back-to-back because the work has already been completed.
