Council backs CIF applications and advances Pulaski school; Thomas project denied

The Meriden City Council approved several capital grant applications and considered two major school-construction requests.

The council authorized the city manager to apply for a Community Investment Fund (CIF) grant for 165 Miller Street's first-floor renovation (health department), a project with an estimated CIF request in excess of $11 million. The council also authorized a separate CIF application for parks improvements (an estimated $1.4 million request with a $100,000 local match if awarded). Both CIF-related authorizations were approved by roll call votes.

The Board of Education's Success Academy renovation (the school portion of the 165 Miller Street project) was similarly authorized for state funding requests.

On school-construction items, the council declined to advance the Thomas School new-construction request at this time, accepting the finance committee's recommendation to deny the committee's report; councilors cited the large number of concurrent state funding requests and the city's limited capacity. The finance presentation indicated city share estimates near $7.27M for the Thomas project depending on scope. By contrast, the council unanimously approved moving forward with the Pulaski School new-construction application, a roughly $122 million project with an enhanced state reimbursement the council said could cover about 88% and an estimated $14.8M city share.

Next steps: the city manager will proceed with CIF applications and the Board of Education will coordinate with the city on Pulaski and the 165 Miller Street proposals. Thomas School may be reconsidered later depending on project sequencing and funding outcomes.
