Senate committee advances bill to codify statewide speech and debate programs

Senator Broder laid out SB 1062 as a statutory vehicle to preserve and expand Florida's investment in competitive speech and debate, saying the bill formalizes programs that now operate in all 67 counties and secures recurring funding for related teacher credentials and student participation.

"This bill formally memorializes the actions that have already taken place," Broder said, listing a permanent speech and debate Hall of Fame in the Capitol, a designated Florida Speech and Debate Week during the first full week of February, an endorsement option for teachers, a Florida Virtual School Institute for Speech and Debate, statewide coursework and annual district reporting on participation.

During debate senators praised the program's growth and bipartisan backing. One senator asked whether the bill's recurring $500,000 appropriation would cover the teacher micro-credential costs; Broder said the recurring $500,000 is intended to support micro-credentialing and make participation accessible to teachers and students statewide.

Stefana Farrell, an Orange County public-school parent speaking for information, said she supported the bill but had worried initially about local district funding for travel; she noted the amendment's funding language and said, "I changed to waiving in support." Several groups, including the Florida Debate Initiative and the Florida PTA, waived testimony in support.

The committee adopted the sponsor's delete-all amendment by voice vote. On the subsequent roll call the clerk reported CS for SB 1062 favorably.

The committee's action advances the bill to the next stage of the Senate process; no floor date was announced at the meeting.
