Committee reports favorably bill changing state funding and safety priorities for school facilities

Senator Kalatiuh presented SB 1646 on behalf of Senator Simon, describing legislation that would modify the statutory formula and governance for state funding of educational facilities. The sponsor said the bill focuses state support on modeling, renovation, maintenance, repairs, site improvements and prioritizing unsafe or unhealthy conditions.

The bill also introduces procedural requirements for planning and contracting and requires new safety and planning requirements in district capital outlay processes, according to the sponsor's explanation. Representatives from small and rural districts and advocacy groups waived testimony in support.

Senators took no further debate and the clerk reported SB 1646 favorably out of committee on the recorded roll call.

If enacted, the bill would change how districts apply for and receive state funding for facility projects; details on formula changes and contracting procedures will be defined in the bill text and implementing rules.
