The Florida House Committee on Ways and Means reintroduced a proposed committee substitute for H.B. 1137 and voted unanimously to report it favorably on a procedural motion. Committee staff said a prior strike‑all amendment had inadvertently changed the bill’s "relating to" clause, which under House Rule 7.113(d) automatically postponed consideration until a properly noticed PCS with an accurate title could be filed.
Representative Robinson, the sponsor, declined additional remarks and the committee took no amendments. Jared Ross of the Florida Beer Wholesalers Association waived in support during public testimony.
After brief procedural discussion the clerk called the roll and recorded a 15–0 vote to report the PCS favorably. The chair characterized the appearance of the PCS as a technical step to reflect the committee’s prior unanimous decision to approve the substantive amendment.
With the procedural step complete, the bill will proceed through the normal committee reporting process.
