Green River Planning Commission holds orientation, elects chair and vice chair

The Green River Planning Commission opened its meeting with recognition of outgoing members and a procedural orientation before electing new leadership. Todd Thorn, regional planner with the Southeastern Regional Development Agency, told commissioners that their primary duties are public: "You guys are responsible for reviewing land use proposals, pulling public hearings, making recommendations to elected officials, and applying the ordinances to deliver code," and urged clear motions and careful minutes to reduce legal risk.

The orientation emphasized the differences among administrative, legislative and quasi‑judicial land‑use decisions and what can be appealed to a board of adjustments or district court. Thorn outlined typical review items — completeness of applications, infrastructure, access and storm drainage — and encouraged members to declare conflicts of interest rather than hide them.

The commission then handled internal business. Speaker 6 moved to nominate Ken McFarlane as chair; Speaker 1 seconded the motion and members voted in favor. A nomination for vice chair ("Connie") also passed unanimously. Commissioners asked staff to correct attendance wording in prior minutes and approved the consent agenda.

Thorn notified commissioners about countywide training sessions on March 4 in Price and March 5 in Castle Dale covering responsibilities and conditional‑use permit reviews; staff said it would email details. The meeting adjourned after routine business.

The commission made no binding land‑use decisions outside those housekeeping votes; the body approved a conditional use permit for an artist under separate action with conditions.
