Green River planners review short-term rental compliance; most listings in compliance

City staff updated the Planning Commission on the city’s short‑term rental program and enforcement approach. Staff said the city used county data‑matching software to identify listings and reported that "we, at one point, had 13. We are down to 11. All of them in our compliance except for 1," and that the most common violation was missing a local business license.

Commissioners noted enforcement limits: advertising alone does not prove operation and some software evidence can be hard to use in court. Staff outlined current permit conditions (business license, health and fire inspections and utility billing) and said the updated ordinance has made it harder for nonlocal owners to maintain operations.

Several commissioners voiced policy concerns. One commissioner warned that short‑term rentals can "limit the residential housing stock" and "increase the cost of housing," citing trends seen in other counties that have adopted moratoria or caps. Staff said Green River has fewer listings and more local licensees than some neighboring jurisdictions and will continue monitoring the issue.

No enforcement actions or ordinance changes were adopted at the meeting; commissioners asked staff to monitor compliance and return with any recommended regulatory changes if problems emerge.
