The Carbon County Commission approved a package of routine agreements, grants and administrative actions during its May 15 meeting.
The commission ratified a solid-waste disposal agreement with ECDC commencing May 1, 2024. Commissioner (Speaker 2) said the action codified an approval taken in 2022 and was not an increase over prior terms.
The commission adopted Resolution No. 2024-02 supporting Helper City's reauthorization of a local-option sales tax for arts, botanical, cultural, recreational and zoological expenditures. Commissioners clarified the tax applies only within Helper City limits and will be placed before city voters for reauthorization.
Members approved a memorandum of understanding with Helper City for fire and emergency services that includes a county payment of $79,956 for the 2024 budget year and a $25,917 contribution to a shared 'chiefs' fund. County staff said those chiefs' funds will be moved into a county account and Justin Needles, the county emergency response coordinator, will disburse them upon request; the county typically requires an invoice before cutting a check.
Commissioners approved funding for a sales 'leakage' study requested by Castle Country Business Expansion and Retention (BEAR), contingent on receiving the specific funding amount. The panel also approved Sheriff Wood's request to apply for the Patrick Leahy Bulletproof Vest Partnership (BVP) grant to purchase up to 15 vests (requested total $23,490) with a 50% local match ($11,745). Sheriff Wood said vests cost about $1,556 each including carriers.
The commission ratified a contract required for the Indigent Capital Defense Commission (a grant that supports public defenders) and approved continuing tax-exempt status for two Clear Creek Home Association parcels used for culinary water. The panel also approved a property-tax payment arrangement for a parcel with a prior soil contamination issue; the owner paid 50% (about $20,000) and agreed to pay the remainder upon sale or within 12 months.
All listed motions passed by voice vote. Commissioners did not record individual roll-call tallies in the meeting transcript; repeated "Aye" responses indicated unanimous or majority consent on routine items.
