At its special-call meeting the Richmond City Board of Commissioners approved a set of personnel orders and appointments that city leaders said will strengthen operations and economic development capacity.
Key actions approved by roll call:
- Hire Brad Salden as industrial development director (Order 26-O10), pay grade 7, contingent on satisfactory pre-employment requirements; effective 02/09/2026. Salden introduced himself and said he plans to bring best practices to spur local job growth.
- Accept resignation of firefighter Brett Congleton, effective Jan. 31, 2026 (Order 26-O9). The board thanked Congleton for service since 2020.
- Appoint Steve Gregg (term to 2028) and Effie Fields (term to 2029) and reappoint Jamie Jordan to the Richmond Housing Authority Board (Order 26-O11); commissioners emphasized the board's role amid ongoing housing needs.
- Accept resignation of public-works equipment operator Billy Brown and approve hiring Tristan Steinmetz as equipment operator (Order 26-O14), pay grade 2, contingent on pre-employment; effective Feb. 2.
- Promote Matthew Frost to Firefighter 2 (Order 26-O15), pay grade 3, effective Feb. 6; commissioners praised department training and continuing education.
Other orders included adoption of updated job descriptions and pay grades across several departments (Order 26-O8). All items presented for a final vote in the meeting packet were approved by recorded roll-call votes.
