The City of El Segundo has adopted an ordinance prohibiting e‑bikes, scooters and other motorized conveyances on sidewalks in business districts, parks and recreation areas, the city announced during its community news broadcast. The ordinance, which exempts mobility devices used for accessibility, took effect Jan. 2, 2026.
"Since 2022, El Segundo police have reported a rise in complaints and crashes involving ebikes," said Tolly Anderson, the broadcast anchor who summarized the new rules. The ordinance also bars unsafe riding, operating under the influence, and transporting passengers without proper seating. Penalties include fines and, for juvenile riders, possible impoundment of the vehicle.
City officials did not provide an ordinance number or a record of the council vote on the broadcast. The announcement did not specify fine amounts or whether the city will pursue additional enforcement measures such as targeted education, signage or ticketing campaigns.
The measure is framed as a public‑safety response to increased reports of collisions and complaints. The broadcast noted the exemption for mobility devices intended to protect access for residents who rely on them.
