Carroll County to consider sale of 0.13-acre remnant on Mill Street in Bowden

County Attorney Avery Jackson told commissioners the county is being asked to sell a very small remnant parcel on Mill Street in Bowden, approximately 0.1299 acres (about 5,500 square feet). Jackson said title work did not clearly show county ownership; the parcel appears to be a remnant from a past street relocation or widening.

Jackson said a neighboring property owner, identified in the transcript as Lance Author, has purchased the adjoining lot and wants to use the remnant parcel to extend a driveway so the access would no longer cross another neighbor's property. Under the applicable exception for small or narrow tracts that are unusable as currently zoned, the county may sell to an adjoining owner provided other adjoining owners are offered the same terms. Jackson said all adjoining owners were offered the tract and had signed off on the sale to the requesting neighbor.

The county required the applicant to pay for a survey and for an appraisal by an appraiser chosen by the county; the appraisal was reported at $900, which Jackson said established the property's value for the sale. Jackson offered to answer questions and commissioners indicated they had no significant concerns. The board agreed to place the resolution on the Feb. 3 business meeting agenda for formal consideration.
