Smyrna Christy, the town's codes staff, told the council the proposed ordinance would formally adopt the 2024 International Code Council building codes into Title 12 of the Smyrna Municipal Code after about nine months of staff work with neighboring jurisdictions and trade groups.
Christy said staff held an outreach session for developers and contractors and received generally positive feedback. She recommended aiming for an April 1 implementation so the town and Rutherford County move to the new codes on similar timetables.
Key technical changes
Christy highlighted several technical updates; the most notable that council discussed was an increase in the minimum residential service-line size from 3/4 inch to 1 inch in specified situations, a change made in response to recurring water-line issues. On the effective date, she explained: "It starts when the codes are adopted by the state... so as long as we're within 7 years of what the state of Tennessee is, we're good." (transcript).
Council questions focused on utilities requirements and the permit transition for projects already in plan review. Christy said permitting is based on the permit application date, and staff are already reviewing some commercial plans to the '24 standards where appropriate.
