The Coconino County Planning & Zoning Commission voted unanimously Jan. 7 to approve CUP 25-060, a modification allowing a 4,000-square-foot accessory structure and two 8-by-20 metal storage containers at 11735 Homestead Lane in Timberline, and added a 120-day timeline for painting and relocation.
Staff presented the application as a modification of an expired CUP from 2019. Sophie Koza, county planning staff, said the applicants, Susan and Clarence Collins, previously had two containers on the property that were not permitted after the earlier CUP conditions were not completed. Koza said staff recommended approval with conditions, including a five-year expiration for the storage containers and a requirement that they be painted an earth tone and moved behind the accessory structure.
Clarence Collins, the applicant, told the commission the painting would probably have to wait until suitable weather and said, “the painting would have to wait until probably within 90 days when we got some weather because that's latex paint.” Commissioners proposed a longer window to allow for spring wind and precipitation; after discussion the commission amended the staff conditions to require painting and movement within 120 days.
Commissioner Hayward moved to approve CUP 25-060 with the recommended conditions, amended to set item 2’s time limit at 120 days; Commissioner Walsh seconded. The motion carried on a unanimous roll-call vote.
Staff said the accessory structure will provide screened storage for vehicles and recreational equipment and that the storage containers will be repainted to match the accessory building. Koza noted the property is zoned RS-40,000 and is roughly 2.3 acres; the accessory building will not be subject to an expiration date, while the containers will have a five-year expiration under the conditions.
The commission also recorded that the applicants held a neighborhood meeting on Nov. 5 that drew no attendees and that staff had received no written comments on the request. Collins said they plan to paint before moving the containers when weather permits and confirmed agreement with the conditions presented.
The approval closes a long-running compliance issue tied to the 2019 permit and adds an explicit short-term deadline intended to ensure the containers are screened and colored to meet county standards.
