The Napa County Board of Supervisors on Jan. 29 authorized a $95,000 settlement in the matter of Minh Tran v. Napa County, the board announced after returning from a closed session.
"The Napa County Board of Supervisors approved a settlement in the matter of Tran versus Napa County," Chair Freeze said as the board reconvened, adding that "Mr. Tran will receive $20,295.13, with the remaining $74,704.87 paying for legal fees and costs for a total of $95,000." County counsel later confirmed the board approved the settlement by a 5-0 vote and that Mr. Tran agreed to dismiss his case in exchange for the payment and fee allocation.
The chair said the county "has consistently maintained that it acted appropriately and remains confident in its position." The board did not provide additional public detail about the underlying allegations during the open session report-out. The settlement and vote were announced in brief remarks at the meeting’s conclusion; no public comment on the closed-session matter was taken at the reconvened open session.
The board recessed into closed session to consider item 5A and returned only to announce the settlement. The board adjourned the special meeting and scheduled its next regular meeting for Tuesday, Feb. 10, 2026, at 9:00 a.m.
