The proposal initially included a neighborhood petition requirement — an 80% approval threshold in a defined geographic area — intended to anticipate complaints. Council Member Robinson led a motion to remove the petition/geographic requirement, arguing it could become arbitrary and create disputes between neighbors. Staff agreed that removing the petition would also remove the corresponding geographic‑area definition. The motion to introduce the ordinance with that deletion passed 5‑0.
Public comment included support for clearer, formal permitting from neighborhood advocates and a request from a resident (Rachel White) that the city ensure compassionate options or designated safe parking for people who live in their vehicles.
