Council schedules hearings on servitude/right-of-way agreement and FEMA hazard-mitigation cooperative agreements

The Terrebonne Parish Council introduced a set of ordinances to finalize property instruments and to accept cooperative agreements tied to federal hazard-mitigation funding.

Servitude/right-of-way: The council introduced an ordinance authorizing the parish president to accept and execute, on behalf of the Terrebonne Parish Consolidated Government, a servitude and right-of-way agreement with Hoss Cat LLC and called a public hearing for Feb. 11, 2026 at 6:30 p.m. The motion was moved and seconded and passed on voice vote.

FEMA hazard-mitigation cooperative agreements: Council introduced ordinances authorizing the parish president to execute cooperative endeavor agreements under the FEMA Hazard Mitigation Grant Program with named property owners for specific parcels, including a continuation-right-of-use agreement with Michael Fitzgerald for 701 Central Avenue in Houma, agreements with Pauline and Claude Luke Jr. for 110 Indigo Street in Dulac, and with Vijaya and James Beach for 214 Bayou Gardens Drive in Houma. Each was moved, seconded and recorded as approved (clerk announced nine yays in each instance).

Why it matters: The servitude/right-of-way ordinance and the FEMA cooperative agreements transfer or confirm property use rights and accept federal mitigation funding terms. These are procedural but important steps to enable hazard-mitigation projects and clarify access or use rights that may affect private property and future work.

Next steps: Public hearings are scheduled for Feb. 11, 2026 for the servitude/right-of-way and Feb. 11 for the FEMA items; the items will return to the council for final action after hearings.
