Escondido’s council unanimously approved an amendment to the city’s 15‑year Workday subscription on Thursday to add four services that staff say will centralize procurement, accelerate contract processing and improve public transparency.
Christina Holmes, director of finance, reviewed the benefits of the strategic‑sourcing and contract‑lifecycle modules (a public‑facing supplier portal, automated solicitation routing, templating and alerts) and said an accounting center would aggregate data from multiple city systems for timely reporting. Workday Extend will provide the technical tools to build custom extensions. The total cost for the four additional services was presented as $2,869,740; staff said approving the amendment by Jan. 31 yielded a $640,000 savings over the remaining life of the contract.
City manager and procurement staff described how the new modules would allow the public to see who the city does business with and the dollar amounts of contracts without an open‑records request. Council members praised measures that could enhance local vendor participation via scoring credits for local businesses and approved the amendment by roll call (5–0).
Holmes said first‑year service costs of about $180,000 are accounted for through a budget adjustment and that annual subscription amounts will rise by roughly $239,565 thereafter. Staff will solicit consultants to assist with implementation and expect a roughly one‑year implementation timeline for the new modules.
Next steps: staff will issue solicitations for implementation consultants and begin phased integration, with public updates to the city website and outreach to local businesses on the supplier portal and bidding procedures.
