City Plan Commission backs rezoning for restaurant at 7912 North Loop with conditions

The El Paso City Plan Commission voted Jan. 29 to recommend rezoning 7912 North Loop from R‑3 (residential) to a special development (SD) district to permit conversion of an existing single‑family structure to a restaurant.

Luis Zamora of Planning & Inspections told commissioners staff recommends approval with conditions designed to limit impacts on adjacent residences. Staff recommended a binding site plan, a five‑foot landscape buffer along North Loop and Duran, restrictions on automotive uses and gas‑pump convenience stores, and a prohibition on outdoor amplified sound. Zamora said staff notified 35 properties and received a 12‑signature petition in support and one email in opposition.

Applicant representative Vanessa Duran told the commission the project team agreed with staff conditions and said they would block or close the noncompliant North Loop driveway and use the Duran Street entrance for customers if required. "We can just go ahead and close it out," she said, adding the construction plans will address driveway access.

Public comment was mixed. The son of Cesario Casillas urged denial, citing traffic and safety concerns because a school lies within a block: "The problem is the entrance is gonna be inside the North Loop residential street... We just think the neighbors in the neighborhood... think that it's not suitable," he said. Israel Fuentes, president of the Rose Dale Neighborhood Association, supported the project, saying school pickup patterns reduce pedestrian exposure and that new businesses help a developing neighborhood.

Commissioners debated enforcement of the driveway restriction and noted that North Loop is a state highway, which may require coordination with TxDOT for access changes. A motion to approve the rezoning with staff conditions passed on roll call, 5–1 (Commissioner Badillo voted nay). The commission's recommendation will be forwarded to city council.

The commission recorded no amendments to the staff recommendation; next steps are city council consideration and any required TxDOT coordination on access.
