Commission approves multiple policy updates, including Opportunity Public Charter School framework

The Tennessee Public Charter School Commission approved several policy updates on Jan. 20 following committee review. Commissioner Lauren Smith recognized General Counsel Ashley Thomas to present the changes, which included first reading for the commission’s intervention policy (policy 3.4) to align with Tennessee Department of Education designations, and first‑and‑final readings for policies 1.2, 2.1, 2.2, 2.3, 3.3, 3.5, 3.6 and 3.9 that incorporate edits tied to 2025 legislation and ADA compliance. The Opportunity Public Charter School framework (policy 3.71) was presented on final reading and approved; staff described adjustments to timing model analysis and the addition of a postsecondary readiness metric.

The commission approved these materials largely by voice vote. General counsel said staff incorporated statutory updates from 2025 that moved some responsibilities among state agencies and made documents ADA compliant. Commissioners thanked staff and legal counsel for their work in preparing and clarifying the updates.

What to expect: The policy updates modify the commission’s intervention and performance frameworks and institute technical and substantive changes necessary to align with recent state law and accessibility requirements. Staff will publish the updated policy documents and incorporate them into authorizing and monitoring practices.
