The Glendale City Council on Jan. 27 approved a slate of appointments to boards and commissions and adopted several ordinances the city described as administrative or timely to meet statutory or county deadlines.
Appointments: Council approved multiple nominations to advisory bodies including the arts commission (Kirk Milling; Lizbeth Fiera as chair; Anne Marie Chaney as vice chair), the Aviation Advisory Commission (Bud Zomack, Bill Eickost), Board of Adjustments (Benjamin Naber, Donna Duggins), Citizens Bond Election Committee (Ian Hugh, Lisa Baker, James Huynh, David Giles, Joyce Clark, Gary Hirsch, Corey Robinette), Citizens Transportation Oversight Committee (Tianna Roberts, Tanya Shin Un Ma), Citizens Utility Advisory Committee (Scott Scherer, Amber Ford), Community Development Advisory Committee (Lisa Baker, Theodora Hackenberg), Historic Preservation Commission (Timothy Quinn), Library Advisory Board (Cody Brode, Megan Tosh), Parks and Recreation Advisory Commission (Adena Lund, Maria Nesfield), Personnel Board (Irene Aviles, Joyce Clark), Planning Commission (Verne Crow, Tom Cole), Public Safety Personnel Retirement Boards (Patrick Bangor, Charles Erickson) and the workers' compensation trust fund board (Ray Mallard, Kevin Gratton). Council moved, seconded and approved the appointments in one motion.
Ordinances adopted:
- O26-02 (banking signature authorization): Levi Gibson of Budget and Finance said the ordinance updates which city officers are authorized to deposit and withdraw funds, including updating signatures to reflect recent appointments and to avoid disruption of routine financial operations. Council member Leandro Baldenegro moved to approve the ordinance with a second from Council member Lauren Tomachoff; recorded roll-call votes were 'aye' from Baldenegro, Conchas, Guzman, Tomachoff, Turner and the vice mayor; the motion carried.
- O26-03 (Commission name change): The council approved a request from the Commission on Diverse Cultures to change its name to the Commission on Community and Culture. One council member said they personally preferred keeping the word 'diverse' but voted in favor because the commission recommended the change. The motion to adopt O26-03 passed on recorded 'aye' votes.
- O26-04 (ad hoc bond election committee): Assistant City Manager Vicky Rios explained the ordinance revokes a prior ordinance, establishes a new ad hoc bond election committee with clarified duties and an expiration in 2026, incorporates feedback from advisory bodies and includes an emergency clause tied to county election deadlines. Council adopted the ordinance by recorded vote.
- O26-05 (construction summertime hours): Randy Huggins, Director of Development Services, explained legislative changes affecting statewide construction hours and start times. Glendale will maintain an April 15–Oct. 15 summertime construction window (noted as consistent with council direction) while the state set May 1–Oct. 15 and adjusted allowable start times for some activities. The council approved the ordinance to align the local code and preserve the longer April-start summertime window.
Each ordinance was moved, seconded and adopted by recorded council votes during the Jan. 27 meeting. Several items were described by staff as administrative but necessary to reflect organizational changes or to meet external deadlines.
