House Rules Committee reports VMI review bill after split public testimony

The House Rules Committee on Jan. 1 advanced House Bill 1377, a subcommittee-recommended bill that would establish a task force to review the Virginia Military Institute and produce a report.

Dr. Laura Poe, a professor at Longwood University and parent of a VMI student, testified in opposition, saying "Virginia Military Institute is not simply another public university" and arguing the school's "full immersion" leadership model and 185-year history require evaluation on its own terms rather than by civilian benchmarks. "It is the Commonwealth's only full time military college," Poe said, and questioned whether a study was necessary.

Michael Denton testified in favor of the study, saying he welcomed "an honest, in-depth, nuanced, intelligent" review of what VMI "is really about," and stressing the opportunities the institution provides to students "who don't have a lot of privilege".

Members exchanged views about VMI's distinctive mission and history. One member cited examples of notable alumni to argue the study was unnecessary, while Delegate Austin, who said he represents VMI in the legislature, acknowledged past mistakes at the institute and said he would "vote against this measure today simply in principle, but I look forward to the study" and to implementing any corrective recommendations it produced.

After debate and public comment the clerk recorded the result as "10 0 6" and the committee reported HB 1377 as substituted to the next step in the process.

The committee's action advances the bill for further consideration; no implementation timeline or membership details for the proposed task force were specified during the committee proceeding.
