Subcommittee authorizes background checks for dental compact applicants

The subcommittee voted to report House Bill 530, a technical measure that authorizes the Virginia Board of Dentistry to request criminal background checks for dentists and dental hygienists who apply for a compact license under the Dentists and Dental Hygienists Compact.

Delia Thornton said the bill does not impose new background checks on applicants for standard Virginia licenses; it applies only to professionals who voluntarily seek compact privileges to practice in other member states. Thornton noted the dentists and dental hygienists compact has been enacted in 12 states and the compact commission is developing implementation rules.

Chris Nolan, speaking on behalf of the Association of Dental Support Organizations, said the authorization mirrors existing nursing compact authority and is needed so the state police can provide background information to the board. Representatives of the Virginia Dental Association and the Virginia Dental Hygienists Association also voiced support.

The committee moved to report HB 530 and refer it to Appropriations; the motion passed on a recorded vote of 9 to 1.
