Committee advances bill to align Virginia APCD with federal transparency rules

Delegate Rodney Willard, chair of the House Health, Human Services Committee, presented House Bill 603 as an update to Virginia's existing law governing the Virginia All-Payer Claims Database (APCD). "This would allow the program to release actual reimbursement information up to the extent that such information is already publicly available," Willard said, describing the bill as aligning state law with federal transparency standards first enacted in 2019.

The committee discussed the bill's effect on research access. Delegate Waksman asked whether the change could impede policymakers' ability to use the database for research and policy decisions. Willard responded that the change is intended to expand, not restrict, access and to make Virginia law consistent with evolving federal requirements; he also praised Virginia Health Information (VHI) for managing the database and sharing data to support policymaking.

After no public testimony was offered, Vice Chair Delegate Tran opened and closed the roll call; HB 603 was reported by the committee by a vote of 20–0. The committee record shows the bill will proceed according to the usual legislative process and, if enacted, would give authorized users access to additional reimbursement information as described in the bill language.

Next steps: the bill was reported out of committee and will proceed to the next stage in the House for further consideration.
