A nominee who appeared for an appointment to the Nebraska Accountability and Disclosure Commission described decades of public-service work on commissions and advisory panels and emphasized experience with ethics and campaign oversight.
The nominee said he had previously served on the accountability-disclosure commission and the commission of industrial relations, worked on an equal-opportunity commission and had performed advisory work for the state supreme court on legal-ethics opinions. "If I would comment generally about my public service, it's really been dedicated to ethics and good government in a lot of ways," he said.
During questioning, Senator John Kavanaugh asked whether the nominee would take positions that might create crossover conflicts with partisan work. The nominee replied he would not represent state candidates as their lawyer and said he had served in party roles in the past, including as a national committee member until July 2024. He added he would "steer clear" of matters that created conflicts.
The transcript contains inconsistent references to the nominee's name: the chair announced an appointment for "JL Spray" but the nominee and committee exchange refer to him as "Mr. Frey." The committee recorded no in-person opponents or neutral commenters and closed the hearing; the transcript does not show a committee confirmation vote.
