Paulding staff present major UDO text amendment to add Title 3 development regulations

Paulding County planning staff presented a comprehensive text amendment to incorporate Title 3 development regulations into the Unified Development Ordinance (UDO). The package consolidates development regulations previously scattered across multiple documents, bringing subdivision rules, land‑development standards, floodplain and post‑construction stormwater management (state model ordinances), grading and erosion control, stream buffer protections, water/wastewater design standards, checklists, standard details and DOT technical requirements into a single UDO chapter.

Staff said the amendment includes new sections on addressing and naming standards, required cluster mailboxes per U.S. Postal Service guidance, GIS/data requirements, maintenance and performance bonds, and creation of a Development Waiver Review Committee that will include the county fire chief. The County’s Department of Transportation contributed detailed guidance for traffic analysis, roadway design, turn lanes and a decorative traffic sign policy. Staff reported adding checklists and certifications to the appendix to streamline plan submittals. The package adds roughly 500 pages to the UDO, according to staff.
