Introduction 1399, sponsored by Council Member Keith Powers, would provide blood glucose test strips at no cost to the public in five high‑need areas as a diabetes self‑management measure.
Acting Commissioner Dr. Michelle Morse told the committee that DOHMH supports the intent of increasing access to diabetes‑management tools but advised that glucose monitoring supplies are only one small part of comprehensive diabetes care. "The test strips alone, are really one small part of comprehensive diabetes care," Morse said, adding that durable devices and patient education are best provided through routine primary care so patients receive instruction on devices and follow‑up care.
Council members pressed whether free test‑strip pilots would help meet Healthy NYC diabetes reduction goals. DOHMH acknowledged diabetes is a priority and said the department is leading a learning collaborative on improving diabetes care; however staff noted evidence‑based, population‑level interventions (poverty reduction, guaranteed income pilots, low‑barrier screening and care) tend to have higher yield than single‑item giveaways.
DOHMH indicated willingness to discuss pilot designs with Council and local providers, and Council members suggested potential partnerships with health centers or neighborhood programs such as the Bronx "more veggies" initiative. The committee did not vote; DOHMH and Council staff agreed to continue conversations about pilot scope and evidence for impact.
