The Hollywood Community Redevelopment Agency on Jan. 21 approved a Property Improvement Program (PIP) reimbursement for Hollywood Towers Condominium (3111 North Ocean Drive) of up to 50% of qualifying exterior improvements, not to exceed $75,000, with reimbursement to be made on a verification basis once work is completed and required bids are submitted.
Joanne Hussey, director of communications, marketing and economic development, told the board the applicant originally applied for a paint-only reimbursement (a smaller POP paint program of $15,000) but later expanded the application to include exterior paint and balcony lighting identified as 'turtle-friendly' lighting. Staff clarified that structural concrete restoration and interior or safety-related concrete repairs are ineligible under the PIP; eligible items include exterior painting and exterior balcony lighting. Hussey said the combined project cost is approximately $410,817.31, with the requested grant representing about 18% of the eligible project cost.
Board member Barbara Hernandez raised procedural concerns that portions of the project might have been started before the formal qualification process, which could create a precedent for retroactive reimbursements. Hernandez initially moved to approve only the $15,000 paint option, but amended the motion to authorize up to 50% reimbursement (maximum $75,000) for qualifying items provided staff verifies eligibility and the applicant provides required three bids.
The board carried the motion unanimously after the amendment; earlier in the meeting Board member Biederman disclosed a conflict for item 8 and will abstain from participation on that matter.
Ending: Staff will process the reimbursement on a completion-and-verification basis and the applicant must supply required bids and documentation before any funds are disbursed.
