Council approves 'Yield Right of Way' decals for Big Blue Bus under new state law

The Santa Monica City Council approved staff’s recommendation to install static "Yield Right of Way" decals on Big Blue Bus vehicles, an implementation step authorized by the state’s Assembly Bill 1904. Transportation staff told the council the decals are voluntary under state law and do not create a new enforceable motor‑vehicle offense. "This option is cost effective, minimally complex, and can be implemented efficiently across the entire fleet," staff said, estimating implementation costs at around $6,000.

Councilmembers thanked staff for the low estimated cost and for the expected safety benefits to transit operations. A public caller and two in‑chamber speakers, including a regular Big Blue Bus rider, expressed support for the measure. The council voted to adopt the recommendation without amendment.

Next steps: staff will proceed with procurement and public‑education messaging and expects decals to be visible on buses within months.
