Brandon Butler (Pinnacle Strategies, representing the Maryland Workforce Association) introduced Heather Powell, who described Carroll County's American Job Center and recent programs: a mobile welding classroom that certified more than 22 welders in seven weeks, and locally sited CDL training in partnership with Carroll Community College to address driver shortages. Powell said local workforce boards are "agile" and can adapt statewide funding to local employer needs.
Powell urged delegates to consult local workforce boards when reviewing workforce-related legislation so funding and programs match county needs. Delegation members responded positively and asked staff to follow up on proposed collaborations, including a delegate's interest in expanding the CDL program.
