Council Member Campos presented recommendations to expand the Children and Youth Services Master Plan and a Latino health assessment, thanking staff and naming pilot‑site and staff partners. "The aim of this memo is to ensure that we are continuing to build that pathway for expanding the Children Youth Master Plan... and ensuring that it reaches every district of the city," Campos said.
The committee heard public comment from Blair Beekman, who recommended coordination with Oakland and Santa Clara County approaches to trafficking prevention and youth services as possible models to inform local implementation.
Vice Mayor Foley questioned why the item reached a standing committee route without the rules committee’s customary workload step. Staff member Lee explained the administration "missed that step" and said the rules committee’s workload analysis determines which items are green‑lit to proceed immediately and which items are yellow‑lit for further council direction or inclusion in upcoming budget deliberations.
Lee said manager's budget addenda (MBAs) were among the items flagged as yellow‑lit because they require substantive staff analysis and would typically be forwarded through the mayor's March budget message or through midyear budget review and study sessions. "MBAs are addendums to a proposed budget and an information request as part of planning and strategic process for the council to engage in for the following year," Lee said.
Vice Mayor Foley moved to approve the workload analysis with requested changes to highlight additions in NSE work plans for fall 2026 so the rules committee can monitor workload balance; the motion carried 5–0.
The committee also reviewed and approved an updated Neighborhood Services and Education (NSE) work plan that includes actions tied to the Children and Youth memo; the item was approved unanimously. Committee members emphasized that priority setting and the March budget message are the appropriate venues to request MBAs or to seek additional funding for pilot implementation.
