The Village Council of Lincoln Heights approved a package of ordinances and resolutions at its March 11 regular meeting, including an ordinance to adopt a plan for electric governmental aggregation and a CDBG-funded award to support the Memorial Field concession-stand project.
Council members recorded unanimous 5–0 votes for each item noted on the agenda. Council adopted the second reading of the ordinance to "adopt a plan of operation and governance for electric governmental aggregation," suspended the rules, and approved an emergency clause before reading the title. Council also approved an ordinance amending section 38.141(a) of the council rules governing standing committees.
On the resolutions docket, the council authorized the village manager to issue a letter of support to the Homesteading and Urban Redevelopment Corporation for the 2024 HOME (Home Investment Partnership) Program, approved a supplemental appropriation from the general fund unappropriated surplus to transfers out, and authorized a finance-director transfer of funds from the general fund to a capital projects fund. Each of those motions carried by recorded roll call votes of 5 ayes.
The council accepted a CDBG grant allocation from the Board of Hamilton County Commissioners totaling $49,500 to pay for design and construction management services for the Memorial Field concession stand and authorized the village manager to execute the related agreement. That resolution also passed by a recorded vote of 5 ayes, and an emergency clause was adopted.
Votes and membership: Roll-call responses in the record show Councilwoman Phyllis Baber, Councilwoman Nona Calhoun, Councilwoman Laverne Mitchell, Vice Mayor Linda Childs Jeter and Mayor Ruby Kinsey Mumphrey voting "yes" on the listed measures. Two members were recorded as absent and excused earlier in the meeting.
