The Clackamas County Board of Commissioners on Jan. 29 adopted an ordinance revising rules and regulations for Service District No. 5 (street lighting), updating roles, definitions, lighting strategy and clarifying adoption mechanisms.
Dan Johnson, director of the Department of Transportation and Development, told the board the revisions align the district rules with the county's road standards and zoning and reflect newer lighting technologies and implementation approaches. "The amendments before you update roles and definitions, talk about changes in lighting strategy and lighting types that have been updated throughout the years," Johnson said.
The public hearing drew no testimony, and the board first voted to read the ordinance by title and then voted on final adoption. Commissioner Savas moved adoption and Commissioner Helm seconded; the clerk polled the board and each commissioner voted "Aye." The final vote was 5‑0.
The clerk identified the ordinance in the meeting packet as Ordinance 01‑2026 amending Clackamas County Code chapter 4.04, Service District No. 5 Street Lighting Rules and Regulations. County staff said no county general funds are involved in the ordinance changes.
The board recessed as the County Commission to serve as the Service District No. 5 board for this item and then reconvened as the Board of County Commissioners after the vote. No additional public comment was recorded on the ordinance at the hearing.
The county will publish the final ordinance language and next steps in its usual permitting and notification channels; staff indicated they will follow existing processes for implementation and notify affected parties as appropriate.
