On Jan. 22 the Clackamas County Solid Waste Commission recommended that the Department of Transportation and Development director adopt draft amendments to the administrative rules. Staff introduced three attachments supporting the request: the draft rules with highlighted changes, a summary of collector feedback tied to those highlights, and the current rules.
The staff presentation said the amendments aim to make rules more user friendly, align county terminology with county code and regional service standards, and implement housekeeping changes to support requirements of the Oregon Recycling Modernization Act. "So the yellow highlights in the draft rules correspond to the summary," staff said while navigating the attachments.
After staff invited public comment and remote attendees, Commissioner Michelle Bell moved to approve the draft amendments "as written." The motion received a second. The commission voted with four members in favor and one abstention; staff noted the abstention was from a director-level staff member who frequently must abstain due to role overlap. The motion passed and staff will forward the commission’s recommendation to the department director for final action.
The vote was recorded as 4 in favor, 0 opposed, and 1 abstention. No amendments to the draft language were proposed during the commission’s deliberation.
