Commissioners and staff on Jan. 22 discussed proposed changes to Solid Waste Commission membership intended to reduce recurring conflicts of interest and frequent staff abstentions.
Staff and Commissioner Michelle Bell said that director-level staff often must abstain on matters because they are involved in programmatic work, creating a conflict between staff roles and voting membership. Staff proposed removing the director (or authorized representative) seat from voting membership and decreasing industry voting representation by one seat; collectors would continue to participate in conversations but would not occupy the removed voting seat.
Staff noted the timing aligned with an existing vacancy among industry members and that the immediate plan would reduce the commission to five voting members; the proposed bylaw change would return to the commission for a formal vote at the next meeting. Commissioners raised quorum concerns, noting that reducing seats could make achieving a quorum harder given past absences and abstentions.
No formal change was adopted at the Jan. 22 meeting; staff said they would bring a formal proposal to the next meeting for the commission to consider.
