The board approved the minutes from its Dec. 3, 2025 meeting and accepted interim financial statements as of Dec. 31, 2025 after staff (Trish) confirmed the statements were in the packet. The board elected officers for calendar year 2026 (amended slate): Kaylee Dillard, vice chair; Dakota Ryle, secretary; Troy Butler, treasurer; and the existing chair to remain chair. The amended slate passed by voice vote.
Staff presented the BRA’s January 2026 environmental site assessment activity report and summarized two new applications (Limitless Arena at 1590 Madison Ave SE and a 40–60 unit townhome proposal at 2450 7th Street NW). The board accepted the activity report.
The board approved invoices associated with 2080 Union Ave SE, a Dwelling Place community land trust project that converted a former softball field into 42 for-sale affordable units; staff and Pinnacle Construction representatives described total private investment of more than $14 million and almost $2.6 million of brownfield-eligible costs that enabled public infrastructure (city-owned roads) critical to the project. The invoice approval carried by voice vote.
