After hearing from seven finalists and receiving public comment, the Chula Vista school board voted to appoint Keren Ramírez Domínguez and Jessica Tolston to fill provisional board vacancies.
The meeting included three-minute introductions from each candidate, board questioning about priorities including socioemotional supports and curriculum flexibility, and extended board deliberations. Several community members spoke during public comment, including Ana Cabral and Enrique Ramírez, who urged the board to appoint specific candidates and cited volunteer work, PTA leadership and advocacy for students with special needs.
Board members debated appointing directly from the vetted candidate pool or holding a special election. Member Tamayo initially moved to appoint Ramírez Domínguez to seat 5, but that motion failed for lack of a second. Board members expressed concern about candidates’ prior political activity and availability; one member noted a special election could cost the district an estimated $2.5 million to $3 million, a trade-off that would force program or personnel budget choices.
After multiple nominations, discussion and a short recess, the board combined motions and passed a final motion nominating Keren Ramírez Domínguez and Jessica Tolston. The board recorded a unanimous voice vote and declared the board fully seated.
Keren Ramírez Domínguez, speaking to the board, said she would prioritize “communication open with parents” and family engagement in the first 30 days. Jessica Tolston described her background as a bilingual veteran and community leader and said she would push for transparency and resources for families.
The board’s public deliberations acknowledged the district’s projected $15 million deficit for the 2024–25 school year when assessing candidate qualifications and the fiscal implications of a special election. The district did not provide a formal written estimate in the meeting packet; the figures were discussed orally by board members.
