Aurora approves Wesley United Methodist to operate temporary warming center; $44,700 authorized

The Aurora City Council on Nov. 26 approved a contract with Wesley United Methodist Church to host and operate a temporary warming center from Nov. 27 through March 31, 2025, in an amount not to exceed $44,700.

City staff described the RFP process and said Wesley was the sole respondent that met requirements. Martha Paschke, director of innovation and strategy, said the church’s proposal includes management, security and basic services; the city budgeted the contract for up to 30 activation nights and allowed a contingency for additional nights if needed. City partners named in the presentation included Hesed House and AID; staff said those partners will provide subject-matter support and volunteer coordination.

Viviana Ramirez, chief community services officer, said Wesley would set operational details (for example, whether to provide cots or blankets) consistent with the RFP’s minimum standards and that police and fire would provide training to the volunteer staff. Aldermen praised the city and community partners for proactive planning ahead of cold weather. The resolution passed by an 11–0 roll-call vote.

Staff said the arrangement aims to provide temporary respite from extreme cold and that additional community resources would be coordinated as needed.
