Council briefed on "Home Starts Here" design-review changes and departmental title updates

City staff presented two ordinances for council consideration.

Adam McDaniel summarized Ordinance C36830 ("Home Starts Here"), saying it integrates design review into the plan commission, establishes an administrative review process for middle housing, and limits design review to a single public meeting in accordance with state law. McDaniel said the ordinance exempts certain commercial-to-residential conversions and exempts childcare facilities from design review where design review would otherwise be required (typically in downtown areas). Council members asked staff to clarify the connection between childcare exemptions and housing provisions; McDaniel and supporting staff explained that the exemptions apply only where design review is triggered, which is often limited to downtown zones.

McDaniel also presented Ordinance C36835, one of several housekeeping ordinances that update departmental and division titles to reflect changes following the recent Executive and Administration Ordinance. Council had no further questions on the title updates.
