"The Share Center is an asset to the city and to the county," staff told the council, saying the proposed third‑version MOU focuses specifically on operations at the shelter and lays out clearer roles and responsibilities to improve coordination. The staff presentation described the document as more comprehensive than previous MOUs and intended to strengthen oversight, grievance handling and collaboration between county operators and city staff.
Council members asked for details on measurable outcomes. Staff said housing exits and results are tracked through the Homeless Management Information System and reported in annual CAPER and KPI reports; they offered to provide outcome data for recent fiscal years.
On capacity, staff said the nearest larger family shelter is in Monterey and that the city’s domestic violence shelter (undisclosed location) and nearby providers are generally at capacity; losing the Share Center would reduce local family shelter capacity. Staff also described case management practices: each household completes a housing navigation plan and children receive referrals to school and county supports while the primary focus is stabilizing parents.
Residents who spoke in public comment raised safety concerns about share‑center operations in nearby neighborhoods and asked the council to ensure adequate enforcement and oversight. Councilmembers said the revised MOU's clearer coordination provisions and grievance procedures are intended to address those concerns and improve responsiveness.
Staff did not propose a funding change at the meeting; the presentation emphasized collaborative oversight and tracking rather than new city spending.
