Planning commissioners forward Enclave at Airport Road to city council, citing compatibility with neighborhood design

The City Planning and Design Commission on a voice roll call voted to forward a recommendation of approval to the City Council for the Enclave at Airport Road project (P25‑010), a proposal to subdivide a 2.03‑acre North Natomas parcel into 32 residential lots and eight common lots.

Daja Harris, associate planner with the Community Development Department, told commissioners the site at Airport Road and Tanzanite Avenue is currently developed with one house proposed for demolition and is surrounded by single‑family homes. Staff recommended approval, saying the proposed residential use, density and architecture comply with the city's design guidelines and the missing middle housing ordinance.

In response to commissioner questions, applicant representative Nick Abdis said the team is open to connecting the project's internal walkway to the future bike path along Airport Road and to relocating mailboxes to mitigate theft concerns. "We're open to it," Abdis said, adding the applicant was “comfortable with where it is” while acknowledging potential tradeoffs between landscaping and pedestrian connections.

Commissioner Lamas, who attended a neighborhood community meeting, requested continued exploration of the walkway connection and mailbox placement to be responsive to community comments. Planning staff confirmed the project complies with lot size, width and setback requirements and that neighborhood notification was provided within 500 feet.

Commissioner Ortiz moved to forward the project to City Council for final action; Vice Chair Chase seconded and the motion passed on roll call.

Next steps: the item will be scheduled for City Council review where formal entitlements — including the development agreement, PUD amendment, rezone, tentative subdivision map and site plan design review — will be considered.
