The Sacramento Preservation Commission agreed Jan. 21 to participate in the State Historical Resources Commission (SHRC) meeting to support a draft National Register nomination for the Briggs Mansion, a contributing property in the Poverty Ridge Historic District.
Hannah Taube, a preservation intern, presented the draft nomination and said staff finds it meets applicable National Register criteria, recommending that the commission provide comments and that staff attend the SHRC meeting on Feb. 6 to make a statement in support. Taube said the nomination was prepared in anticipation of a federal rehabilitation tax‑credit application and that the owners support the nomination.
William Berg, speaking unofficially as a reviewer for the California Office of Historic Preservation, noted that staff reposted the nomination after removing an earlier, anachronistic reference to the City Beautiful movement and commended the city intern for catching that issue. Berg said the CLG review process can strengthen nominations.
Commissioner Cross criticized the draft as incompletely researched, saying it omitted substantial context about the Briggs family, community involvement and extant documentary evidence (obituaries and scholarship endowment records) that could bolster a national‑level case. Cross said that while the house should be saved and merits tax credits, the nomination as written risks being perceived as under‑researched. Other commissioners argued that a Criterion C nomination need not include full Criterion B (biographical) context and that the nomination as drafted appropriately focused on architectural significance.
A staff member clarified that the commission is not required to draft a letter of support and that staff can instead appear at the SHRC meeting to speak on the city’s behalf. Commissioner Cross moved that staff participate in the SHRC meeting consistent with staff's recommendation; the motion was seconded and passed on a roll‑call vote with the commissioners present voting in favor.
Staff said it will appear at the Feb. 6 SHRC meeting to advocate as directed; commissioners asked staff to consider any clarifying edits to improve the DPR presentation before the state hearing.
