The Horry County Administration Committee authorized issuance of up to $5 million in general obligation bonds to finance the Windy Hill EMS station and approved a related FY26 budget amendment.
Finance staff explained the bonds (Series 2026) will be structured as short-term financing and fully repaid by the end of the current fiscal year. To match the shorter amortization, staff proposed — and the committee approved — an amendment to the FY26 budget to increase principal expenditures in the capital planning fund by $346,331.
Committee members moved, seconded and approved both the bond authorization and the budget amendment by voice vote. Staff said the shorter amortization will raise near-term principal payments but improve the county's future borrowing capacity.
Next steps: staff will proceed with bond issuance as authorized and update budget documents to reflect the amendment.
