Lincoln County adopts resolution opposing LB1072 and transfers from Veterans Aid Fund

The Lincoln County Board of Commissioners voted to adopt Resolution No. 2026-05 formally opposing LB1072, a Nebraska legislative proposal that would transfer $5,000,000 from the Nebraska Veterans Aid Fund and amend Neb. Rev. Stat. 80-401(2). The board said the bill would, in their view, weaken longstanding protections for the fund and create a pathway for future transfers to cover state budget shortfalls.

Speaker (reading the resolution) read the board's findings into the record, saying the Veterans Aid Fund was created more than a century ago as a self-sustaining source to help veterans in dire need and that only interest (not principal) has been used to make direct aid payments. The resolution states that LB1072 would “break a promise made to veterans” by redirecting $5,000,000 of interest-generating principal and by revising statutory language to permit easier future transfers.

Commissioners discussed the resolution before voting. One commissioner urged that the measure be taken to Lincoln with the county's veteran service officer and thanked local advocates for rallying veteran-service organizations. Another noted that amendments may be offered in the Legislature and referenced conversations with Senator Mike Jacobson and Senator Clements about possible changes.

After discussion and a motion to adopt the resolution, the board called the roll and approved Resolution 2026-05 in opposition to LB1072. The resolution will be transmitted as the board directed to legislative contacts and other counties that requested a copy.

What’s next: Board staff said they will forward the adopted resolution to legislators and other counties that asked to see Lincoln County’s position; commissioners said they will continue to monitor amendments and legislative action on LB1072.
