Council approves several fee-in-lieu agreements, notes one recusal; multiple bills pass

At its Jan. 12 meeting, Berkeley County Council advanced and approved several fee-in-lieu-of-tax (FILOT) and development-related bills with limited discussion. Items included: Bill No. 20563 authorizing execution of a fee-in-lieu-of-tax agreement with Alschem Manufacturing (second reading considered and motion carried), Bill No. 20561 with Minneapolis Reliability (recusal noted by a council member on that item), and Bill No. 25–61 (Panopoulos Reliability/Project Pine Beam) which advanced after public hearings concluded without comment.

Council recorded voice votes approving the items as presented in committee. One member explicitly noted a recusal on the Minneapolis Reliability item; the record shows the recusal was noted prior to the voice vote. No additional public testimony was offered during the public hearings on those items.

The actions carry typical conditions for FILOT agreements and will be formalized in documented agreements presented to the county for execution.
