The Personnel and Hiring Committee on Jan. 23 continued discussion of citywide layoff management and related matters while receiving status updates from the City Administrative Office and the Personnel Department.
Kimberly Squire of the CAO reported that the adopted budget originally listed 614 eliminated filled positions; that figure had declined to 223 eliminated filled positions as of Jan. 15, 2026, “through transfers and regular attrition,” she said. Malaika Billups, general manager of the personnel department, said staff continue to accept and process applications through an expedited transfer portal and are seeking a technological solution for calculating seniority to streamline future transfers.
Steve Rivera of the personnel department said the outreach 'roadshow' to promote the transfer portal produced two presentations, including a recent virtual session that about 160 LAPD employees attended. Rivera said there are about 24 job classifications unique to LAPD that complicate transfers; those roles require targeted solutions.
Committee members asked about continued efforts to reduce the number of at-risk positions and acknowledged the portal's partial success. The committee held the item in committee for additional follow up and asked staff to return with further updates.
