Staff recommended creating a municipal‑building category and adjusting the ratio (examples discussed ranged from 1 space per 450–700 square feet and graduated scales by use category). Council members discussed the fairness of creating a carve‑out for the city versus adopting a graduated schedule that would apply consistently across business, industrial and residential uses.
Council directed staff to draft revised parking standards, consult comparable cities (Richfield, Cedar City were referenced for examples), and present the draft to planning and zoning so the design team can proceed with final schematics.
"I think that's way too lenient," one council member said of the existing standard; others recommended a minimum number of spaces for small professional offices and a graduated schedule thereafter. Staff said the change would be brought to planning and zoning for formal review and public process.
