The Newport Beach City Planning Commission convened Jan. 22 and handled routine business and three approvals.
The commission approved the minutes of the Nov. 20, 2025 hearing with edits attributed to Mr. Mosher; the Chair moved for approval and Commissioner Langford was recorded as the second. The motion carried unanimously.
The commission approved Item 2 (Christie A. Dumont Trust Encroachment, PA2020-528; site: 520 Poinsettia Avenue, Units A–C) with no public comment and no staff presentation requested. A motion to approve as drafted carried unanimously.
Item 3, El Cholo’s outdoor dining patio expansion (PA2025-0042), was presented by assistant planner Daniel Kopshever, and the commission approved the project with the conditions described in staff’s resolution, including a required recorded parking agreement, an 11 p.m. closing time, and prohibition on live entertainment and dancing. The applicant’s representative, Scott Laidlaw, said the applicant has no issue with the conditions. The motion carried unanimously.
The Chair asked for motions for reconsideration; none were offered. Community Development Director Maria gave updates on the general plan update (advanced out of GPAC and steering committee), the Acacia Atrium appeal, and the Dover Residences scheduled for the Feb. 5 meeting. The Chair requested to be excused for the Feb. 19 meeting. The commission adjourned.
