Community Land Trust president Christine Thalman said the organization has received IRS 501(c)(3) recognition and is seeking $75,000 to cover initial closing costs, insurance and short‑term operating capital; Jeremy Fremont (assistant city manager) said the recommendation was to use escrow deposit timing and to authorize the city manager to complete the loan and assignment documents. "We can confirm that we can make this and continue with our fleet replacement cycle," staff said in describing the proposed use of the vehicle replacement fund as a financing source, but council ultimately used escrow timing to avoid tapping housing fund dollars.
Council approved the assignments, the loan documents and the $75,000 request to be covered from escrow/refund mechanisms rather than the housing fund, and authorized staff to finalize remaining schedule items and execute escrow closing documents.
