Regional planner Shay Morrison gave the council an OMA (Open Meetings Act) training during the Jan. 27 meeting and covered several procedural and planning items the council should note this year.
Morrison outlined notice requirements: agendas must list items the council expects to act on and the city must post meeting date/time/location and an annual schedule on the Utah Public Notice website. "If you're gonna have extensive discussions on an item or you're gonna take action on an item, it has to be placed on an agenda," Morrison said, urging the council to post notices that provide meaningful public notice.
Morrison explained what constitutes a meeting and a quorum for Mona’s governing body and emphasized that discussions of public business by a quorum outside a noticed meeting can trigger public‑meeting requirements. He also advised that open meetings must be recorded and that recordings should not be edited: "Don't make edits to your recordings," he said, adding that recordings and pending minutes have statutory timelines for public availability.
Morrison encouraged staff to consider the Permanent Community Impact Board (CIV) list, which opens now and closes May 1, so Mona can preserve eligibility for future loans and grants for water, roads and sewer projects. He also summarized budget deadlines (tentative budget by the first May meeting; final budget approved by June 30) and noted the availability of a regional pavement analysis grant being coordinated with Utah State University.
On the subject of public meetings, Morrison said he could not find a clear statutory prohibition on individuals campaigning in meetings and presented that as his non‑legal opinion, recommending the council consult legal counsel for binding guidance. He also urged roll‑call voting for action items and recommended clear time limits for public‑hearing commenters.
Morrison offered to help staff with CIV list inputs and to return for follow‑up training on budgets or other topics the council requests.
