Fayetteville commission approves 3‑year MOU, extends DFC staffing agreement to two years

The Fayetteville AMP Commission voted Dec. 15 to approve a three‑year memorandum of understanding with the Downtown Fayetteville Coalition (DFC) and to amend a related staffing services agreement from a one‑year to a two‑year term, with an option to review a potential third year.

The revision was proposed by Commissioner Sterling Hamilton, who said extending the staffing term would give DFC staff “assuredness” about pay and continuity while the organization builds longer‑term capacity. Hamilton moved the amendment; Commissioner Elliot Hunt seconded, and Chair Elvis Moy called the motion. The motion carried by voice vote with no recorded opposition.

Ryan (CEO) clarified that the staffing services agreement as drafted is a one‑year contract at $159,500 for that year; the MOU is a separate three‑year agreement. Brian Crown, representing the DFC, told commissioners the coalition would prefer a three‑year staffing commitment but accepted two years with an option into a third year as a reasonable compromise to support staff stability.

Chair Moy and commissioners requested a DFC budget breakdown for FY26 so the commission can better understand the full scope of the coalition’s work and spending; staff said they would email the DFC fiscal‑26 budget breakdown to commissioners after the meeting.
